Expert in financial regulation has joined Bankera’s advisory board

We are happy to announce that Darius Kulikauskas, an expert in financial regulation, has joined Bankera as our Advisor. In his early career, Darius became the youngest person to fill the position of Head of the Macroprudential Analysis Division and later on of Head of the Macroprudential Policy Division at the Central Bank of Lithuania. Now, the knowledge Darius has accumulated in traditional banking will be adapted to FinTech and digital banking with the Blockchain technology.

High-expertise in Finance

While working at the Central Bank of Lithuania, Darius was responsible for financial stability policies, such as loan-to-value and bank capital requirements, as well as overseeing and implementing a Credit Union reform. As Head of the Macroprudential Policy division, Darius interacted with other structural units within the Central Bank of Lithuania, as well as with other authorities in order to smoothen financial cycles on a national level.

Darius also has an extensive expertise analysing Lithuanian and international financial markets in order to provide recommendations on regulatory, risk management, and compliance topics. He was part of the EU Twinning project “Strengthening the National Bank of Belarus”, in which he was responsible for the “Institutional and Legal Framework for Financial Stability in Belarus” component.

A shift towards FinTech

After 5 years working at the Central Bank of Lithuania and 3 years at the Ministry of Economy of the Republic of Lithuania dedicated to public policy-making, Darius has joined Bankera’s team as an advisor.

Having that in mind, I’m more than ready to roll up my sleeves and contribute with my skills, knowledge and know-how to bringing the future of digital banking closer to today!”

Darius holds a PhD in Economics and Master of Laws (LL.M.) from Vilnius University, where he teaches Advanced Macroeconomics. While he has always been interested in digital banking, his research also covers real estate economics, macroprudential policy and financial stability.

As Bankera’s advisor, Darius will use his experience in economics and law to lead licensing and compliance initiatives in order to ensure that the company operates within local and EU regulations. He will guide Bankera through the cross-jurisdictional regulatory affairs necessary to build a fully functioning blockchain bank.
